Gabrielle Hibbert is an incoming fellow at Johns Hopkins University's AGI Governance Fellowship. She most recently served as Acting Director of Emerging Technology for the Commonwealth of Pennsylvania, architecting the state's first AI governance program and directing the first state-government pilot of ChatGPT Enterprise. She also led the policy analysis for Act 125 (2024) and Act 35 (2025), legislation that criminalized AI-generated intimate imagery and digital forgery. Prior to her acting role, she served as Pennsylvania's AI Policy & Program Lead, where she translated Governor Shapiro's Executive Order on Generative AI into a comprehensive AI governance and policy program.

Before joining the Shapiro Administration, Gabrielle was named a non-resident cyber fellow at the think tank New America. During her fellowship, she led a participatory design sprint focused on adapting human, ethical, and positive rights into a plain language nutrition label to explain the opportunities and risks of generative AI tools.

 

Leading up to her time as a fellow, Gabrielle worked at a Berlin based security auditing startup focused on securing emerging technology and developing tools for enhancing privacy. Prior to working on emerging technology and AI, Gabrielle worked as an in-text translator of Russian and German into English, a skill that she incorporates in her translating technical AI concepts to policy audiences.

She holds a Master's Degree in Social Policy from Brandeis University and Bachelor's of Arts in International Relations with concentrations in Russian Post-Soviet Studies and German from the College of William & Mary.
